The JMBF, a human rights organization based in France, strongly condemns these egregious acts of violence perpetrated against innocent civilians along the India-Bangladesh border. These incidents represent a blatant violation of human rights, and as such, demand immediate attention and action from the international community.
According to news published in various newspapers in Bangladesh, Alamin (28), son of Siddique Mia of Binchupur area of Porsha upazila of Naogaon district, entered India with his companions on March 25 (Monday) to bring cattle. BSF personnel opened fire on them when they reached the Indian side of the Dalla border near the Porsha border-PR 31-10 pillar in Naogaon on their way back with the cows in the early hours of March 26 (Tuesday). Alamin was shot and died on the spot. After that, BSF members took away the dead body of Alamin.
In another incident, Liton (19), son of Mokchedul Rahman of Dighaltari area of Durgapur Union of Aditmari Upazila, was shot dead by BSF personnel within 75 yards of India near pillar number 923 of Durgapur BOP border of Aditmari in Lalmonirhat district on the night of March 25 (Monday). It is said that a Bangladeshi youth Liton was killed by BSF while patrolling Kaimari camp of Sitai police station in Cooch Behar district. Later, the body of the deceased was taken away by the BSF.
In another incident, a teenager named Parvez Hossain Saddam (15), son of Ashkir Mia, a resident of Dasteki village, was killed by BSF firing at Kulaura in Moulvibazar on the afternoon of March 17, and a person named Chiddik Mia from the same area was shot and injured. Local people said that across the Dastekhi border in the Indian state of Tripura, a group of smugglers tried to smuggle sugar from India through the border area. At one point, the BSF patrol chased them and opened fire. Kishore Saddam died on the spot. BSF took away his body. Chiddiq Mia was shot in the right leg. Local people rushed to rescue him. Later, the relatives took him to Osmani Medical College Hospital in Sylhet.
Founder President of JMBF, Advocate Shahanur Islam, underscores the urgency of addressing these grave violations and calls for joint efforts between the Bangladeshi and Indian governments to prevent further loss of innocent lives along the border. It is imperative that both nations work together to establish protocols that prioritize the protection of civilians and prevent such tragedies from recurring.
Furthermore, JMBF demands that the BSF immediately revise its rules of engagement to prohibit the use of lethal force against unarmed individuals, even in the context of suspected smuggling activities. The indiscriminate use of violence against civilians is unacceptable and must be met with swift and decisive action.
In solidarity with the victims and their families, JMBF stands resolute in its commitment to defending human rights and promoting peace along the India-Bangladesh border. The international community must come together to ensure that justice is served and that steps are taken to prevent further bloodshed in the region.

প্যারিস, ফ্রান্সঃ ২৭মার্চ ২০২৪- গত দুই সপ্তাহে ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ) কর্তৃক গুলি করে তিন বাংলাদেশি নিরস্ত্র নাগরিক হত্যা ও একজন নাগরিককে আহত করার ঘটনায় মানবাধিকার প্রতিষ্ঠান জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ) গভীর উদবেগ ও প্রতিবাদ জানাচ্ছে।
ভারত-বাংলাদেশ সীমান্তে বিএসএফের গুলি করে নিরস্ত্র বাংলাদেশি নাগরিকদের হত্যার ঘটনা মানবাধিকারের চরম লঙ্ঘন বলে ফ্রান্স ভিত্তিক মানবাধিকার প্রতিষ্ঠান জেএমবিএফ মনে করে। তাই ভবিষ্যতে দায়িত্ব পালনকালে কোনো ভাবেই বেসামরিক নাগরিকদের যেন ক্ষতি না হয় সেজন্য বিএসএফ সদস্যদের সর্বোচ্চ সতর্কতা অবলম্বনপূর্বক নির্বিচারে গুলি চালানো থেকে বিরত থাকার আহবান জানায় মানাবাধিকার প্রতিষ্ঠানটি।
বাংলাদেশে প্রকাশিত বিভিন্ন পত্রিকার খবরে জানা যায় যে, নওগাঁ জেলার পোরশা উপজেলার বিঞ্চুপুর এলাকার সিদ্দিক মিয়ার ছেলে আলামিন (২৮) গত ২৫ মার্চ (সোমবার) সঙ্গীদের নিয়ে গরু আনতে ভারতে প্রবেশ করে। গরু নিয়ে ফেরার পথে ২৬ মার্চ (মঙ্গলবার) ভোরে নওগাঁর পোরশা সীমান্তের-পিআর ৩১-১০ পিলারের কাছে দাল্লা সীমান্তের ভারতীয় অংশে পৌছলে বিএসএফ সদস্যরা তাদের লক্ষ্য করে গুলি চালান। এতে গুলিবিদ্ধ হয়ে ঘটনাস্থলেই মারা যান আলামিন। এরপর নিহত আলামিন এর মরদেহ নিয়ে যান বিএসএফ সদস্যরা।
অপর ঘটনায়, ২৫ মার্চ (সোমবার) রাতে লালমনিরহাট জেলার আদিতমারীর দূর্গাপুর বিওপি সীমান্তের ৯২৩ নাম্বার পিলারের কাছে ভারতের ৭৫ গজ অভ্যন্তরেআদিতমারী উপজেলার দুর্গাপুর ইউনিয়নের দীঘলটারী এলাকার মোকছেদুল রহমানের ছেলে লিটন (১৯)কে বিএসএফ সদস্যরা গুলি করে হত্যা করে। কোচবিহার জেলার সিতাই থানার কৈমারী ক্যাম্পের টহলরত বিএসএফের গুলিতে বাংলাদেশি যুবক লিটন নিহত হয় বলে জানা যায়। পরে নিহতের মরদেহ নিয়ে যায় বিএসএফ।
অপর আর একটি ঘটনায়, গত ১৭ মার্চ দুপুরে মৌলভীবাজারের কুলাউড়ায় সিকরিয়া সীমান্তে বিএসএফের গুলিতে দশটেকি গ্রামের বাসিন্দা আছকির মিয়ার ছেলে পারভেজ হোসেন সাদ্দাম (১৫) নামে এক কিশোর নিহত হয় এবং একই এলাকার ছিদ্দিক মিয়া নামে এক ব্যক্তি গুলিবিদ্ধ হয়ে আহত হোন। স্থানীয় লোকজন জানান, দশটেকি সীমান্তের ওপারে ভারতের ত্রিপুরা রাজ্যে একদল চোরাকারবারি সীমান্ত এলাকা দিয়ে ভারত থেকে চিনি পাচার করে আনার চেষ্টা চালায়। একপর্যায়ে বিএসএফের টহল দল তাদের ধাওয়া করে গুলি চালান। গুলিতে ঘটনাস্থলেই কিশোর সাদ্দাম মারা যায়। বিএসএফ তার লাশ নিয়ে যায়। ছিদ্দিক মিয়ার ডান পায়ে গুলি লাগে। স্থানীয় লোকজন ছুটে গিয়ে তাঁকে উদ্ধার করে আনেন। পরে স্বজনেরা তাঁকে সিলেটের ওসমানী মেডিকেল কলেজ হাসপাতালে নিয়ে যান।
জেএমবিএফের প্রতিষ্ঠাতা সভাপতি অ্যাডভোকেট শাহানূর ইসলাম বাংলাদেশ ও ভারতীয় সরকার সীমান্তে গুলি করে বাংলাদেশি নাগরিকদের হত্যার ঘটনাগুলোকে সর্বোচ্চ গুরুত্ব সহকারে বিবেচনা করে অবিলম্বে বাংলাদেশ-ভারত সীমান্তে হত্যা বন্ধে যৌথভাবে কার্যকর ব্যবস্থা গ্রহনের আহবান জানান। একই সাথে তিনি ভারতীয় কর্তৃপক্ষ কর্তৃক বাংলাদেশি নাগরিকদের হত্যার বিষয়ে অভিযুক্ত বিএসএফ সদস্যদের বিরুদ্ধে যথাযথ তদন্তপূর্বক প্রয়োজনীয় আইনগতব্যবস্থা গ্রহণ করবে বলে আশাবাদ ব্যক্ত করেন।
নিহত বাংলাদেশি নাগরিকরা চোরাচালানের কাজে জড়িত থাকলেও বিএসএফ কে কোনভাবে গুলি করে হত্যার অনুমতি দেয় না, তাই বিএসএফ’কে অবিলম্বে তাদের গুলিবর্ষণের নীতি পরিবর্তন করতে হবে বলে মানবাধিকার প্রতিষ্ঠান জাস্টিস মেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ ) বিবৃতিতে উল্লেখ করেন।
