The Paris-based human rights organization, Justice Makers Bangladesh in France (JMBF), issued a press statement on September 10, calling for an immediate judicial investigation into the incident to identify the accused and ensure exemplary punishment through a transparent judicial process.
Today, on September 10, 2023, news reports published in various dailies revealed that on the night of September 9, ADC Harun Or Rashid Bardem of Dhaka's Ramna Zone was in conversation with a female police officer at the BIRDEM hospital. Anwar Hossain Naeem, Central Organizing Secretary of Bangladesh Chhatra League and President of Fazlul Haque Hall at Dhaka University, and Sharif Ahmed Munim, Central Secretary of Science Affairs of Chhatra League and General Secretary of Shahidullah Hall at Dhaka University, went to the hospital upon the request of the said officer's husband, where an argument and scuffle ensued with ADC Harun.
Subsequently, police officers Harun Or Rashid arrived at the scene with force and took them to Shahabag Police Station, where the two Chhatra League leaders were subjected to brutal physical torture, resulting in injuries. One of the injured was admitted to the hospital, while the other received first aid. The accused police officer has since been reassigned to the riot control or public order management department of the DMP, removed from the Ramna zone.
Advocate Shahanur Islam, the Founding President of Justice Makers Bangladesh in France (JMBF) and a prominent human rights lawyer, strongly condemns the brutal torture of the two student leaders in police custody at Shahabagh police station. He vehemently demands that the relevant authorities take effective measures to eradicate all forms of police torture.
In the statement, Advocate Shahanur Islam said, "Although all forms of torture are explicitly prohibited by Article 35(5) of the Bangladesh Constitution, the police have consistently engaged in the inhumane treatment and torture of the general public, including opposition party leaders, supporters, various professionals, and students. Following this, the ADC of the Ramna zone police brought the two leaders of the ruling party's student organization to the Shahabag police station and subjected them to inhumane torture, violating the constitution, the supreme law of the country."
Advocate Shahanur Islam further emphasized, "Merely withdrawing the police officer responsible for torturing the student leader from the Ramna zone is insufficient; it is a maneuver to avoid delivering them to the country's criminal justice system." Therefore, Advocate Shahanur Islam urges that criminal cases be filed against the accused policemen under the Torture and Death in Custody (Prevention) Act of 2013, and they should be promptly arrested and brought to trial.

আজ ১০ সেপ্টেম্বর ২০২৩ ইং তারিখে বিভিন্ন দৈনিকে প্রকাশিত খবরে জানা যায় যে,গতকাল ৯ সেপ্টেম্বর রাতে ঢাকার রমনা জোনের এডিসি হারুন অর রশিদ বঙ্গবন্ধু শেখ মুজিব মেডিকেল বিশ্ববিদ্যালয়ে এক নারী পুলিশ কর্মকর্তার সঙ্গে গল্প করছিলেন। উক্ত নারী কর্মকর্তার স্বামীর অনুরোধে বাংলাদেশ ছাত্রলীগের কেন্দ্রীয় সাংগঠনিক সম্পাদক ও ঢাকা বিশ্ববিদ্যালয়ের ফজলুল হক হলের সভাপতি আনোয়ার হোসেন নাঈম ও ছাত্রলীগের কেন্দ্রীয় বিজ্ঞান বিষয়ক সম্পাদক ও ঢাকা বিশ্ববিদ্যালয়ের শহীদুল্লাহ হলের সাধারণ সম্পাদক শরীফ আহমেদ মুনীম সেখানে গেলে এডিসি হারুনের সঙ্গে তাদের বাগ্বিতণ্ডা ও হাতাহাতি হয়।
পরবর্তীতে,পুলিশ কর্মকর্তা হারুন আর রশিদ থানায় এসে ফোর্স নিয়ে ছাত্রলীগের দুই নেতাকে শাহবাগ থানায় নিয়ে নির্মম নির্যাতন করে শারীরিকভাবে আহত করে। আহতদের একজনকে হাসপাতালে ভর্তি এবং অন্যজনকে প্রাথমিক চিকিৎসা দেওয়া হয়েছে। পরবর্বর্তীতে, অভিযুক্ত পুলিশ কর্মকর্তাকে রমনা জোন থেকে প্রত্যাহার কর ডিএমপির দাঙ্গা দমন বা পাবলিক অর্ডার ম্যানেজমেন্ট বিভাগে সংযুক্ত করা হয়েছে।
শাহাবাগ থানায় পুলিশ হেফাজতে দুই ছাত্রনেতাকে নির্মম নির্যাতনের ঘটনায় জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ)এর প্রতিষ্ঠাতা প্রেসিডেন্ট এবং বিশিষ্ট মানবাধিকার আইনজীবী অ্যাডভোকেট শাহানূর ইসলাম তীব্র প্রতিবাদ জানিয়েছেন এবং সকল প্রকার পুলিশী নির্যাতন বদ্ধে কার্যকর ব্যবস্থা গ্রহণে সংশ্লিষ্ট কর্তৃপক্ষের নিকট জোড় দাবী জানিয়েছেন।
বিবৃতিতে অ্যাডভোকেট শাহানূর ইসলাম বলেন,”বাংলাদেশ সংবিধানের ৩৫(৫) অনুচ্ছেদে সকল প্রকার নির্যাতনকে সম্পূর্ণভাবে নিশিদ্ধ করা হলেও পুলিশ নিয়মিত বিরোধী দলীয় রাজনৈতিক নেতাকর্মী, সমর্থক, বিভিন্ন পেশাজীবী ও ছাত্রসহ সাধারণ জনগণকে নির্যাতন করে আসছে। তারই ধারাবাহিকতায় দেশের সর্বোচ্চ আইন সংবিধানকে অবজ্ঞা ও লঙ্ঘন করে রমনা জোনের পুলিশের এডিসি সরকারদলীয় ছাত্র সংগঠনের দুই নেতাকে থানায় নিয়ে অমানবিক নির্যাতন করেছে”।
অ্যাডভোকেট শাহানূর ইসলাম বলেন, “ছাত্র নেতাকে নির্যাতনকৃত পুলিশ কর্মকর্তাকে রমনা জোন থেকে প্রত্যাহার করাটায় যথেষ্ট নয়, বরং তা দেশে প্রচলিত ফৌজদারী বিচারে সোপর্দ না করার একটি অপকৌশল মাত্র”। তাই অবিলম্বে অভিযুক্ত পুলিশ সদস্যদের বিরুদ্ধে হেফাজতে নির্যাতন ও মৃর্ত্যু (নিবা্রণ) আইন ২০১৩ অনুযায়ী ফৌজদারি মামলা দায়ের করতঃ তাদের দ্রুত গ্রেফতারপূর্বক বিচারে সোপর্দ করে দৃষ্ঠান্তমূলক শাস্তি প্রদানের আহবান জানিয়েছেন অ্যাডভোকেট শাহানূর ইসলাম।
