According to reports published in various newspapers and information obtained from reliable sources, Runa Laila, an apprentice lawyer, was brought to Kashimpur Women's Jail on June 16 as an accused in a case. Upon her arrival, during a body search conducted by the matron on duty, a sum of 7,400 Taka was discovered. Exploiting the situation, Shamima Noor Papia, an expelled leader of the ruling party's women youth wing, accompanied by his associates, took Runa to a secluded location within the prison premises where CCTV cameras were absent. They resorted to forceful methods to seize the money from her.
On June 19, Papia and his accomplices proceeded to chain Runa's hands and feet, subjecting her to inhumane beatings. They further stripped her naked and coerced her into drinking foul-smelling water from the sewers. Despite the intervention of apprentice lawyer Shiksha Nabish to prevent further harm, the torture persisted. Shockingly, Runa was denied any medical treatment while in the prison, exacerbating her suffering.
From the very first day of her incarceration, Runa was subjected to physical abuse at the hands of Papia, the expelled leader of the Juba Mahila League, along with Chief Jail Police Shamima, Matron (Subedar) Fatema, Female Jail Police Hafiza, Sahida, Papia's companion and life convict Roxy, Hajti Andnika, Avantika, Sonali, Najma Kil, Ghusi, who subjected her to kicks and slaps. They even forcefully removed her earrings and stole her gold belongings. Any protest by Runa was met with escalated torture.
Advocate Shahanur Islam, the founder Secretary General of JusticeMakers Bangladesh and a prominent human rights lawyer, vehemently condemns and protests this heinous incident. He demands the immediate dismissal and arrest of all law prison staff and individuals involved in this appalling act. Furthermore, he urges that appropriate legal actions be taken and exemplary punishment be meted out to those responsible.

উক্ত ঘটনায় হাইকোর্ট বিভাগের বিচারপতির নেতৃত্বে বিচার বিভাগীয় কমিটি গঠন করে দ্রুত সুষ্ঠ তদন্ত পুর্বক দায়ী কারা কর্মচারী ও কর্মকর্তাদের চিহ্নিত করে বিভাগীয় ও ফৌজদারী আইনে যথোপযুক্ত ব্যবস্থা গ্রহনের আহবান জানিয়েছে জাস্টিসমেকার্স বাংলাদেশ।
বিভিন্ন পত্রিকায় প্রকাশিত খবর ও নির্ভরযোগ্য সুত্রে প্রাপ্ত তথ্যে জানা যায় যে, একটি মামলায় হাজতি আসামি হিসেবে শিক্ষানবিশ আইনজীবী রুনা লায়লা’কে গত ১৬ জুন কাশিমপুর মহিলা কারাগারে আনা হয়। কারাগারের সাধারণ ওয়ার্ডে নেওয়ার পর রুনার দেহ তল্লাশি করে কর্তব্যরত মেট্রন তার কাছে ৭ হাজার ৪০০ টাকা পান। সেই টাকা কেড়ে নেওয়ার জন্য কারাগারের হাজতি শামীমা নূর পাপিয়াসহ তার সহযোগীরা সিসি ক্যামেরা নেই এমন স্থানে তাকে নিয়ে যায়। টাকা দিতে অস্বীকার করলে তারা জোর করে সেই টাকা নিয়ে যায়।
পরবর্তীতে, গত ১৯শে জুন পাপিয়া ও তার সহযোগীরা শিকল দিয়ে হাত-পা বেঁধে তাকে অমানবিকভাবে মারধর করে। তাকে জামা কাপরখুলে নগ্ন করে এবং নর্দমার ময়লা দূর্গন্ধযুক্ত পানি পান করতে বাধ্য করে। তাকে না মারার জন্য পাপিয়ার হাত-পায়ে ধরেছে শিক্ষা নবীশ আইনজীবী। কিন্তু তারা আরও বেশি করে মেরেছে। কারাগারের ভেতর তাকে কোনো ধরনের চিকিৎসার সুযোগও দেওয়া হয়নি।
প্রথম দিন থেকেই তাকে ওই কারাগারের হাজতি যুব মহিলা লীগ নেত্রী শামীমা নূর পাপিয়া, চিফ কারারক্ষী শামীমা, মেট্রন (সুবেদার) ফাতেমা, মহিলা কারারক্ষী হাফিজা, সাহিদা, পাপীয়ার সঙ্গী ও যাবজ্জীবন সাজাপ্রাপ্ত আসামি রক্সি, হাজতি আন্দনিকা, অবন্তিকা, সোনালী ও নাজমা কিল, ঘুসি, লাথি ও চড়-থাপ্পর মারতে থাকে। তার ব্যবহৃত কানের দুল ও স্বর্ণের চুরি খুলে নেন। তিনি প্রতিবাদ করলে তারা নির্যাতনের মাত্রা আরও বাড়িয়ে দেন।

অ্যাডভোকেট শাহানূর ইসলাম মনে করেন, কারাগারের মত নিরাপদ স্থানে কারাকর্মচারীর অংশগ্রহণ ও প্রত্যক্ষ সহযোগিতায় সরকারী দলের অঙ্গসংগঠন যুব মহিলা লীগের বহিষ্কৃত নেতৃ ও তাঁর সহযোগীদের দ্বারা শিক্ষানবীশ আইনজীবী রুনা লায়লাকে শারীরিক ও মানসিক নির্যাতনের ঘটনা মৌলিক মানবাধিকারের সুস্পষ্ট লঙ্ঘন।
তাছাড়া, নির্যাতন শেষে ভুক্তভোগিকে উপযুক্ত চিকিৎসা প্রদান না করে কারাকর্তৃপক্ষ শুধু দায়িত্বে অবহেলা করেনি, ভোক্তভোগীর মানবাধিকারও লঙ্ঘন করেছে এবং উল্লেখিত ঘটনা কারাকর্তৃপক্ষের অগোচরে ঘটা সম্ভব নয় বিধায় কারাকর্তৃপক্ষ উক্ত ঘটনার দায় কোন ভাবেই এড়িয়ে যেতে পারেন না বলে অ্যাডভোকেট শাহানূর ইসলাম মনে করেন।
