The human rights watchdog chief has called for instant suspension of the accused lawmen as an initial measure to prevent custodial deaths.
Speaking on the unveiling of 'Human Rights Report 2010: Minorities in Bangladesh' at the Dhaka Reporters Unity on Monday, National Human Rights Commission chairman Mizanur Rahman urged the home minister to consider the matter urgently.
He commented that there was no need for a separate law to prevent custodial deaths if law enforcers, accused of torturing or killing criminals, were suspended instantly.
Final decision in this regard would be taken after investigation and other legal procedures, he suggested.
"I urge the home minister to publish a circular in this regard with provisions for further steps once the charges are proved," Rahman said.
He said that the state patronised torture on the minorities in the past, but the trend has lessened in recent years. The commission chief, however, provided no figure of previous years to justify his claim that violation have lessened in recent years.
The organisers said that around 1,650 human rights violations were committed against the minority in 2010.
Global Human Rights Defence and Bangladesh Institute of Human Rights (BIHR) jointly arranged the programme.
BIHR chief executive Shahanur Islam presented the 'Bangladesh Minority Human Rights report-2010'.
The report recommended upgrading Women and Children Repression Prevention Act– 2010 to international level, banning the system of torture keeping in prison in the name of secured custody, immediate implementation of Vested Property Act and preparing the list of returning these vested assets.
The report also recommended stopping rural court and Fatwa.
